PNP Modernization Bill (Supporting the Strengthening of the PNP Towards Community and Human Rights Based Policing)

The impact of the proposed bills on the PNP Reorganization and Modernization Act endorse by Sen. Grace Poe, Sen. Jinggoy Estrada and Rep. Leopoldo N. Bataoil to the prevention of torture may not be readily apparent. However, a closer examination of the issue shall show that by uplifting the welfare of the police, the welfare of the community, including detainees in police temporary lock up cells shall also be uplifted.
