Strengthening the Commission on Human Rights as a National Human Rights Institution Under the Constitution

The Commission on Human Rights (CHR), a National Human Rights Institution (NHRI), constitutionally mandated to protect and promote human rights, owes its very existence to the 1987 Constitution. The recommendations contained in this position paper on strengthening the CHR as an NHRI, guided by the Paris Principles, are respectfully submitted as applicable under any constitutional regime and form of government.
