Mungkahi ng CHR kaugnay sa panukalang babaan sa 9 ang edad ng may kriminal na pananagutan

Binigyang-diin muli ng Komisyon an gaming mungkahi na pagtuunan ang masigasig na pagpapatupad ng R.A. 9344 o Juvenile Justice Welfare Act para sa rehabilitasyon at sapat na intervention para mga sa batang lumabag sa batas. Maraming kakulangan na dapat pagtuunan. Pangunahin dito ay ang paglaan ng sapat na pondo para sa pagtatayo ng mga Bahay Pag-asa facilities at pagdagdag ng mga propesyonal na tutulong sa rehabilitasyon ng mga batang nagkasala sa batas.

Bilang mga bata, sila ay dumadaan pa lamang sa pinakamahalagang parte ng kanilang mga buhay. Kailangan nila ang pagkalinga at tamang paggabay na inaahasan mula sa kanilang mga magulang at mga kapamilya; sa kanilang komunidad na kinabibilangan; at maging sa pamahalaan. Para sa mga nagkamali, responsibilidad ng gobyerno na sila’y tulungan makabalik sa tama, sa halip na magpatupad ng panukalang lalong magpapahamak at maglilihis sa kanila sa tamang landas.
