Statement of CHR Spokesperson, Atty Jacqueline Ann de Guia, on the alleged military killing of three Lumad in Lianga, Surigao del Sur

The Commission Human Rights (CHR) denounces the killing of three members of the Lumad-Manobo tribe, including a 12-year-old student, in Lianga, Surigao del Sur.

Our CHR Regional Office in Caraga will dispatch an investigation team to look into the violent death of these indigenous peoples allegedly perpetrated by the military.

Under the international humanitarian law (IHL), the principle of distinction between civilians and combatants must be observed at all times. More so, IHL provides protection for children as persons not taking part in hostilities and as persons who are particularly vulnerable. It also concerning that there are allegations that female victims were sexually assaulted as well.

While we wait for the results of the independent probe, the Commission urges the government to shed light on these deaths and conduct its own investigation to bring justice to the death of Willy Rodriguez, Lenie Rivas, and the 12-year-old minor-victim.

The CHR extends our deepest sympathies to the families of the victims.
