Statement of CHR Region V Director, Atty. Arlene Q. Alangco, on the wounding of a police officer and two civilians caused by an IED blast in Brgy. Danlog, Pilar, Sorsogon

An armed encounter happened at or about 7:30 AM of 22 February 2021 in Barangay Danlog, Pilar, Sorsogon between members of the 92nd SAC, 9SAB, SAF, and an armed group alleged to be CTs. The SAF personnel were in the vicinity to verify an information when their Gazelle truck fired upon an armed engagement ensued lasting for around twenty (20) minutes. During the encounter, the alleged CTG detonated an IED which lead to the wounding of PCpl Jeffrey Engone Putian and two (2) civilians.

The right to act based on one’s ideology is not absolute. One must act in accordance with the laws and regulations of the state including prohibiting on certain acts for the safety and security of the people. The recent incident which endangered and injured civilians who are non-combatants is a senseless violence and should be put to an end. Both the State and non-State parties are reminded of their duties under International Humanitarian Law. CHR 5 will be conducting an investigation on this case and calls upon the cooperation of witnesses.
