Statement of CHR Spokesperson Atty. Jacqueline Ann de Guia, on the brutal killing of 5 family members over family land dispute in Camarines Sur

The Commission on Human Rights (CHR) strongly denounces the unspeakable violence over a family land dispute in Camarines Sur on 5 November 2021. The massacre resulted in the death of five family members, including a senior citizen and three innocent children.

Using an M16 armalite rifle, the suspect, 40-year old Arthur de Leon, allegedly brutally killed his uncle, Romeo de Leon, 72; his nephew Samuel de Leon Cobilla Jr., 27; grandnephews Hobbie John and Robbie John Britanico, ages 6 and 4; and, grandniece Noela de Leon Agliones, 9. Another grandnephew, Hades John Britanico, 7, was also wounded and fighting for his life in a hospital.

The gravity of this crime perpetrated against mostly vulnerable victims necessitate the full force of law. It is expected that all concerned government agencies, particularly law enforcement agencies, will work together to deliver expedient justice for the victims and their loved ones.

CHR notes that the suspect has a soldier brother, Private First Class Mark Emmanuel de Leon, who was also suspected of murdering Romeo’s son last year and is currently detained at Camp Elias Angeles in Pili, Camarines Sur. This puts into question how the suspect acquired a powerful weapon, which he used in committing the grave crime. We urge the security sector to implement stricter measures to prevent heavy firearms from falling into wrong hands.

The Commission welcomes the swift directive of Philippine National Police (PNP) Chief Guillermo Lorenzo T. Eleazar to conduct a hunt operation against the suspect. For our part, CHR Region V is already conducting an independent probe to ensure just resolution of the case.

We continue to express our grave concern over crimes and killings, which remain unabated. In line with the State’s duty to protect the utmost right to life, certainty of punishment and expediency of justice must always be guaranteed to truly deter crime and stop killings and violence. Swift accountability must be exacted on this case and all similar crimes that desecrate the right to life. #StopTheKilling
