CHR launches MISMO, the new online complaint and request portal for Filipinos

In response to the evolving technological demands of our times, the Commission on Human Rights (CHR) proudly introduces the Management Information System Monitoring Outlet or the CHR MISMO. This innovative webpage portal digitalises the process of filing complaints and requests, making it easier and more accessible for Filipinos to seek assistance from the CHR. The portal will be operational starting 01 July 2024, marking a significant advancement in the delivery of human rights services in the country.

The CHR MISMO was officially unveiled on 13 May 2024, during the Partners Summit, which was part of the Commission’s 37th founding anniversary celebration. This initiative is also part of the Commission’s overall effort to digitalise its services.

The launching of CHR MISMO represents a transformative change in how complaints and requests are handled by the Commission. Victims of human rights violations (HRVs) can now easily file complaints online by providing the necessary information for case assessment. Once submitted, the system automatically forwards the complaint to the appropriate CHR offices for review and action. Additionally, clients can track the status and progress of their cases in real-time, ensuring transparency and accountability.

If clients are still confused about using the MISMO portal, they can click the “Need Help?” button to reach a Citizens’ Help and Assistance Desk (CHAD) officer available 24/7. Client feedback forms are also available to help us improve our services.

CHR MISMO also provides a wide range of additional services as outlined in the Citizen’s Charter. These include technical assistance, interview requests, accreditation for civil society organisations (CSO) partnerships, clearance applications, and requests for data and statistics, among others.

CHR Chairperson Richard Palpal-latoc highlighted the importance of these developments. “With the launch of CHR MISMO, we are taking a significant step forward in modernising and digitalisation of our services. This platform is designed to streamline processes and make our services more accessible to everyone, particularly to the disadvantaged and marginalised,” he said.

Given the geographical challenges in the country and the often daunting nature of legal processes, many individuals have been reluctant to file complaints in person. Additionally, with only 16 CHR regional offices across the country, accessing the Commission’s services can be more challenging for the public. Thus, the CHR recognised these barriers and developed the MISMO platform to enhance promptness, accessibility, and efficiency in service delivery, particularly in remote areas and for individuals unable to visit physical CHR offices to file complaints.

This initiative also aligns with the Quality Management System (QMS) and Anti-Red Tape Authority guidelines, which aim to ensure the effectiveness and responsiveness of public services. The MISMO portal is designed with a client-centric approach, particularly catering to the vulnerable, marginalised, and disadvantaged sectors of society.

The success of this project is a testament to the dedication of CHR’s key personnel who have worked tirelessly to bring this vision to life. The Commission also acknowledges Atty. Josiah Quising for his effort and recommendation for a centralised management information system to track and monitor HRVs. His contributions have been instrumental in prompting the Commission to conceptualise and advocate for a more accessible platform for human rights services and the public.

As the country’s national human rights institution, the CHR remains committed to its Constitutional mandate to protect and uphold the rights of all. In the face of rapid societal changes, the Commission is steadfast in its pursuit of just, efficient, and effective human rights services for all Filipinos.

The launch of CHR MISMO is a significant step forward in meeting these demands and ensuring that the Commission’s services are more accessible to those who need them most.
