The Commission on Human Rights (CHR) denounces the violence that erupted during a campaign rally in Barangay Nagtupacan, Lagangilang, Abra on 07 April 2025.

According to initial reports, the altercation began as a brawl and escalated into a gunfight, claiming the lives of a candidate for Sangguniang Bayan and an incumbent barangay captain, both of whom were declared dead on arrival at separate hospitals.

Pursuant to its mandate, the CHR launched its independent investigation to gather more information and monitor the situation on the ground.

As the country’s independent national human rights institution, the Commission reminds public officials, political candidates, and the general public that such acts of violence gravely undermine social order and the rule of law. Escalating violence involving elected officials and candidates threatens the safety of communities and compromises the integrity of the democratic process, especially as the 2025 elections draw near.

In light of continuing reports of election-related gun violence, the CHR urges for the stricter implementation of the election gun ban. Proactive enforcement of this policy is a critical step toward preventing further bloodshed and deterring the use of firearms to intimidate or harm political rivals and voters alike.

The CHR acknowledges the swift action of local authorities and calls for an impartial and thorough investigation to address not only the root of the incident but also the growing concerns of voters and other electoral candidates in the area.

As the 2025 Midterm Elections approach, it is essential that every Filipino be able to freely and safely exercise their right to political participation. We urge all stakeholders to ensure the protection of this right by upholding the integrity of electoral processes and fostering an environment where peace and justice prevail.
