Statement of the Commission on Human Rights on the killing of a radio broadcaster in Bislig City, Surigao del Sur

The Commission on Human Rights (CHR) vehemently condemns the killing of radio broadcaster Erwin “Boy Pana” Segovia in Bislig City, Surigao del Sur. CHR Region XIII (Caraga) has promptly initiated a motu proprio investigation and conducted a quick response operation to take cognizance of the incident.

Initial reports indicate that the victim was shot in the head by unidentified assailants while riding his motorcycle shortly after airing his radio program on Monday morning, 21 July 2025. While the motive remains unclear, any act of violence against journalists casts a chilling effect on media practitioners across the country.

The Commission reaffirms that media workers must be able to perform their duties without facing threats, harassment, or violence. CHR believes that a free and independent press is the backbone of a functioning democracy.

Furthermore, the right to freedom of expression, as enshrined in the 1987 Philippine Constitution, the Universal Declaration of Human Rights, and the International Covenant on Civil and Political Rights, guarantees the protection of press freedom and free expression within the bounds of the law. Any attack on this right is an attack on democracy itself.

CHR acknowledges the prompt action taken by relevant authorities and echoes the call for a swift, transparent, and impartial investigation to ensure that the perpetrators are brought to justice. ###
