CHR brings ‘Lakbay Karapatan Tungo sa Kamalayan’ to Kalinga

The Commission on Human Rights (CHR) brought its flagship caravan, Lakbay Karapatan Tungo sa Kamalayan (LaKarAn), to the Cordillera Administrative Region (CAR) on 22–23 October 2025, with a two-day series of activities held in Tabuk City, Kalinga.

The event was spearheaded by CHR CAR Regional Office, led by Regional Director Atty. Romel P. Daguimol, in partnership with the Human Rights Promotion Office (HRPO); Legal, Legislative and Government Division (LLGD); Campaign and Advocacy Division (CAD) of the Linkages Office; and the Strategic Communication Division (SCD).

The two-day caravan featured a Human Rights Action Center Summit, where various local government units (LGUs) in Kalinga—from the barangay to provincial levels—presented their executive orders establishing HRACs and shared best practices in mainstreaming human rights in local governance.

A learning session introduced CHR’s mandates and services and included discussions on International Humanitarian Law, the Safe Spaces Act, and the UN Convention on the Rights of the Child.

The LLGD and CAD highlighted the Commission’s policies and reports, and encouraged LGUs to pass local human rights ordinances. Meanwhile, Kalinga State University, a member of the Center for Human Rights Education Network, highlighted how it integrates human rights into academic programs.

The SCD hosted a media forum introducing CHR’s “Alisto! Alert Mechanism,” a reporting platform for media-related human rights violations, and discussed journalist safety and welfare. The forum also served as a dialogue on journalists’ safety and welfare. A separate consultation with civil society organizations (CSOs) provided space to raise human rights-related concerns and strengthen cooperation.

On the sidelines, HRPO Officer-in-Charge Dr. Jerrick Go paid courtesy visits to PCol. Gilbert A. Fati-ig, Provincial Director of the Kalinga Police Provincial Office, and Brig. Gen. Rhenante M. Salvador, Commander of the 503rd Infantry Brigade, to reinforce partnerships with the security sector.

LaKarAn is a nationwide caravan that brings human rights education and services to communities and strengthens local partnerships. The initiative is among the key programs of the CHR’s 6th Commission, under the leadership of Chairperson Richard P. Palpal-latoc, underscoring the agency’s commitment to strengthening its grassroots presence and promoting human rights education for all. ###
