In a landmark gesture of collaboration to uphold the dignity of every Filipino, the Commission on Human Rights (CHR) welcomed newly appointed Philippine National Police (PNP) Chief, Police General Nicolas Torre III, during its flag raising ceremony held at Liwasang Diokno on 09 June 2025.

CHR Chairperson Richard P. Palpal-latoc, together with Commissioners Beda A. Epres and Faydah M. Dumarpa, formally received the PNP Chief during the visit.

In his welcome remarks, Chairperson Palpal-latoc commended the directive of the PNP Chief to consistently uphold a rights-based approach to policing. He also recognized Chief Torre’s recent public statement reaffirming the importance of due process and human rights in police operations.

“This is why our continuing partnership with the PNP is so important. The CHR is not here to oppose, but to walk alongside institutions of the State—as a bridge between government and the people, and as a partner in building a just and humane society,” Chairperson Palpal-latoc said.

“Kapag ang kapulisan ay kumikilos nang may malasakit, may pananagutan, at may respeto sa karapatan—OK ’yan sa Human Rights!” he added.

Meanwhile, CHR Commissioner and Spokesperson Beda Epres also acknowledged the courtesy visit of PNP Chief Torre, highlighting that the engagement reaffirms the PNP’s commitment to a more collaborative and compassionate approach to law enforcement.

“Ito ay patunay na posibleng magkasama sa iisang layunin at hindi hiwalay ang adhikain sa pagsusulong ng karapatang pantao, kapayapaan, at seguridad,” Commissioner Epres said.

As the constitutional body mandated to serve as the government’s independent human rights advocate, watchdog, adviser, and educator, the CHR fulfills its role through constant monitoring of duty-bearers—ensuring that perpetrators of violations are held accountable.

In line with this, PNP Chief Torre reiterated the PNP’s commitment to conduct police operations in accordance with the law, guided by moral standards and the pursuit of justice. He also acknowledged the CHR’s continuous guidance in ensuring that police actions uphold the State’s primary obligation to respect, protect, and fulfill human rights.

“Thank you to the Commission for reminding us […] na hindi tayo magkalaban. Iisa ang ating purpose: kundi pangalagaan ang human rights ng bawat isang Pilipino,” PNP Chief Torre said.

As the country’s independent national human rights institution, the CHR remains steadfast in fulfilling its mandate to guide the Philippine government and society toward actions that uphold the dignity and rights of all. ###
