THE 4TH PHILIPPINE Human Rights Plan (PHRP4) is a roadmap of the Philippines’ advocacy of human rights anchored on the pursuit of good governance.
Following a comprehensive nationwide consultation involving 485 non-government organizations and civil society representing a vast majority of sectors and communities, the Philippines takes pride in a living document developed with and for the people.
The PHRP4 integrates 127 thematic programs of action, broken into 59 that address continuing human rights issues and concerns, and 68 focused on the emerging ones, all of which are spread out in eight core thematic chapters.
