This report presents a synthesis of the civil society consultations conducted by the Ateneo Human Rights Center (AHRC), together with the Commission on Human Rights (CHR), to gather and consolidate specific inputs to the National Human Rights Action Plan (NHRAP) 2024-2028 which is being led in development by the Philippine Government. This is part of a project that intends to support the overall process in a complementary, consultative, and constructive manner by bringing the voices of the people to the fore in the government’s development of the plan. Consultations with civil society organizations and other stakeholders on pressing human rights concerns were organized in clusters and divided along the major geographic groups of the National Capital Region, Luzon, Visayas, and Mindanao. Each consultation had focus groups and plenary discussions. A complementary survey was also implemented and confidential inputs during the consultations were collected through a freedom box. In coordination with and with support from the British Embassy Manila, the project is a key element of AHRC’s ongoing initiatives to improve access to justice in the Philippines.
