The CHR’s Fourth Cycle Universal Periodic Review (UPR) Mid-Term Assessment Report evaluates the Philippines’ progress in implementing the 215 recommendations it accepted in 2022. As of the assessment, 150 recommendations (69.77%) are in process of implementation, 21 (9.77%) are fully implemented, 8 (3.72%) are partially implemented, and 36 (16.74%) remain unimplemented. While the report recognizes progress in areas such as social protection, poverty reduction, health, and education, it highlights continuing human rights concerns, including red-tagging, threats against human rights defenders, extrajudicial killings, enforced disappearances, discrimination, poverty, inadequate housing and healthcare, and weak labor protections. The CHR emphasizes that the Philippines has a strong legal and policy framework, but implementation, accountability, institutional coordination, funding, and data systems remain significant gaps, requiring stronger political will and sustained action.
