Human Rights Advisory on the Reporting of the Philippine Government to Human Rights Treaty Bodies

The Commission on Human Rights of the Philippines (hereinafter ‘the Commission’) issues this advisory primarily to remind the Philippine government of responsibility to report to human rights treaty bodies. This advisory is consistent with the Commission’s international obligations monitoring mandate as provided under Article XIII, Section 18 (7) of the Philippine Constitution.

To date, the Philippine government has ratified eight (8) core international human rights instruments as follows:

  1. International Covenant on Civil and Political Rights (ICCPR)
    1.1. The Optional Protocol to the International Covenant on Civil and Political Rights (CCCCOR-OP1), which is administered by the Human Rights Committee to receive and consider, as provided in the present Protocol, communications from individuals claiming to be victims of violations of any of the rights set forth in the Covenant.
    1.2. The Optional Protocol to the International Covenant on Civil and Political Rights (CCPR-OP2-DP), aimed at the abolition of the death penalty

  2. International Covenant on Economic, Social and Cultural Rights (ICESCR)

  3. International Convention on the Elimination of All Forms of Racial Discrimination (CERD)

  4. Convention on the Elimination of All Forms of Discrimination against Women (CEDAW)
    4.1. The Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW-OP)

  5. Convention on the Rights of the Child (CRC)
    5.1. The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict (CRC-OP-AC)
    5.2. The Optional Protocol to the Convention on the Rights of the Child on the sale of children child prostitution and child pornography (CRC-OP-SC)

  6. Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT)
    6.1. The Optional Protocol to the Convention Against Torture (OPCAT)

  7. International Convention on the Protection of All Migrant Workers and Members of their Families (CMW)

  8. Convention on the Rights of Persons with Disabilities (CRPD)
