The Commission on Human Rights (CHR), the country’s national human rights institution (NHR) and constitutionally mandated to promote and protect the human rights of Filipinos, issues this Advisory to raise awareness among the general public about the rights of children affected and displaced by natural hazards and internal armed conflicts. Due to the complexity of their conditions, their plight needs precise solutions, which must be institutionalized at the local and national levels. Such government response must protect the well-being and enjoyment of their rights as children.
