The Human Rights Situationer on Persons Deprived of Liberty 2024 (“Situationer”) presents an overview of the conditions, treatment and issues affecting persons in custodial and correctional settings, including service users confined in mental health facilities. Drawing from the monitoring visits conducted by the Commission in 2024 and supported by publicly available data, this report aims to highlight the persistent challenges and emerging concerns in the management of PNP custodial facilities, the prisons and penal farms under the BuCor, the jails under the BJMP and the provincial governments, other institutions charged with the custody of PDL, and the treatment and rehabilitation of CICL and service users.
