In conclusion, the Commission reiterates its full support for the legislation of the CHR Charter. With its enactment, the Commission will be strengthened in “advancing and defending human rights” of all nationwide including Filipinos living abroad.

The CHR Charter will also help the Commission, the sole national human rights institution in the Philippines, to become compliant with the requisites of the Paris Principles. With this measure that ensures a Paris Principles-compliant CHR, it guarantees the fulfillment of one of the country’s international human rights commitments—for the benefit of the Filipino people.

Ultimately, the passage of the CHR Charter illustrates the Philippines commitment to respect, protect, and fulfill human rights.
