The passage of an National Preventive Mechanism (NPM) is long overdue. The Commission is hopeful that its enactment will make an important step for the Philippines in meeting its obligations under the OPCAT. The NPM, working alongside existing mechanisms and safeguards, will help improve oversight of detention and confinement facilities and promote more humane conditions. In the long run, it aims to prevent, and ultimately eliminate, torture and other cruel, inhuman, or degrading treatment or punishment against all persons deprived of liberty.
