Qualifications
Familiar with the CHR mandate, functions, and systems
with experience in jail decongestion work
Possesses relevant skills and experience in program development and implementation among different government agencies and various sectors
Has strong knowledge and understanding of the Philippine Criminal Justice and Correctional System, Rules on Criminal Procedure,
Republic Act No. 9745 (Anti- Torture Law), and other related domestic Inhuman or Degrading Treatment or Punishment U(NCAT) and its Optional Protocol, and International Stantards on the Protection of Persons Deprived of their Liberty, to include the Mandela Rules, Havana Rules, and Bangkok Rules
With a wide network of support groups both from government and non - government organizations
Monitoring and evaluation skills desirable
Has the right to work in the Philippines without restrictions

Scope of Work
In consultation with the Prevention Cluster, develop the JD program of CHR
Draft CHR’s internal policy on JD, to include tools, forms, and. process flow diagram
Ensure timely and effective implementation of the planned activities and tasks of attain the goals and objectives of the JD program
Provide guidance and technical assistance to the Prevention Cluster on the implementation of JD activities
Develop a training program on Jail Decongestion for CHR Regional Offices
Train the members of the Prevention Cluster on DJ to enable them to capacitate the regional offices and partner agencies/organizations on JD
Develop a technical paper to report on the causes of Jail Overcrowding, and its effect on the rights and well- being of the Persons Deprived of their Liberty, their families, and the Jail Personnel
Propose activities 2and develop tools for gathering data on Jail Overcrowding for PDLs and jail personnel during facility visits
Serve as resource person during meetings, fora and workshops on Jail Decongestion
Serve as the Facilitator during the consultative meetings and validation workshops, with CHR Prevention Cluster, Protection Cluster (Legal and Investigation), and CHR Regional Officers relative to the finalization of the CHR JD policy
Provide inputs in the drafting/preparation of technical papers, advisories, position paper on Jail Decongestion, and situation reports on Persons Deprived of Liberty (PDL);
Monitor the progress of the program, identify obstacles in its implementation and recommend solutions
Perform such other as may be directed by the Director/OIC of the Prevention Cluster and/or Focal Commissioner for the DJ Project
