The Commission on Human Rights (CHR) expresses deep concern over the alleged consecutive aerial bombings in the Cordillera region carried out by the military as part of its counter-insurgency operations against alleged members of the New Peoples’ Army (NPA). According to reports, these bombing and accompanying combat operations have impacted approximately 2.700 residents in Barangay Maling and neighboring barangays Dao-angan and Balantoy in Balbalan, Kalinga. The latest attack allegedly committed by a band of New People’s Army in Jipapad, Eastern Samar on 7 October 2022 is another atrocity that deserves strong condemnation. According to news reports, the rebels made a surprise attack at 1:30 AM, a vulnerable hour when the community is deep in their slumber.
