The latest attack allegedly committed by a band of New People’s Army in Jipapad, Eastern Samar on 7 October 2022 is another atrocity that deserves strong condemnation. According to news reports, the rebels made a surprise attack at 1:30 AM, a vulnerable hour when the community is deep in their slumber. Killed were two soldiers, namely Staff Sergeant John Claire Flores and Private First Class Mark Edupancho Siscar from the 52nd Infantry Battalion of the Army’s 8th Infantry Division. Yesterday, 01 December 2020, the Commission on Human Rights (CHR) formally received the complaint letter of Rep. Eufemia Cullamat requesting investigation on the case of her daughter Jevilyn who was killed in a military operation in Surigao del Sur. The Commission on Human Rights condemns the ambush in Lupi, Camarines Sur allegedly executed by the New People’s Army, which killed 3 cops and injured 3 more. In armed hostilities, disproportionate and indiscriminate use of force is prohibited under the International Humanitarian Law. Hence, the Commission will conduct thorough and immediate investigation to help see the case through its just conclusion.
