09 August 2017 PRESS STATEMENT Statement of the Commission on Human Rights  on the passage of the Anti-Hospital Deposit Law The Commission on Human Rights (CHR) lauds the passage of the Republic Act No. 10932, otherwise known as the “Anti-Hospital Deposit Law,” especially in its intent to increase the penalties for the refusal of hospitals and clinics to administer appropriate initial medical treatment in emergency or serious cases. CHRP submitted this position paper that provides its views and inputs to the draft General Comment on state obligations under the International Covenant on Economic, Social and Cultural Rights in the context of business activities. Likewise, this was submitted as contribution to the efforts of the Global Alliance of National Human Rights Institutions (GANHRI) that prepared a consolidated position of NHRIs on the same General Comment.
