1. The Songwriting and Video Production Contest (“Contest”) is open to all Filipino citizens, of all ages except current directors, officers, and employees of the Commission on Human Rights (CHR). No registration fee.
2. The theme of the contest is STAND UP FOR SOMEONE’S RIGHTS TODAY and all entries must be reflective of this theme. The contest has two divisions:
a. Songwriting Division

Direct Submission at the CHR Central Office
- One (1) digital copy of the entry (in CD or USB)—Song in mp3 format (include the lyrics in a PDF file) | Video in mp4 format (include the synopsis in a PDF file)
- Official Entry Form and
- Assignment of Rights
- Consent (if applicable)
- One-page resume/bio-data
- Photocopy of a valid ID showing your photo, name, and signature
- Should be placed inside a long brown envelope, outside of which should be written the division of the entry (one entry per envelope)
- Must be submitted at the CHR Central Office on or before 21 August 2018, 5:00 PM.

- Should be placed inside a long brown envelope, outside of which should be written the title and division of the entry (one entry per envelope)
- Must be submitted at the CHR Regional Office on or before 21 August 2018, 5:00PM.

NOTE: Upon receipt of the entry, an automatic computer-generated reply will be received from the CHR Administrator.
5. Upon the submission of an entry, and upon determination of its eligibility, he/she shall be a contestant (also known as the author of the entry), if a minor, the parent/guardian is deemed to be the representative of the contestant in terms of abiding and accepting the rules of the contest. The Contestant or his/her representatives, represent and warrant that he/she owns all the rights to the submitted Entry.
6. Pursuant to the requirements of R.A. No. 8293, entries must be accompanied by the author’s written consent to abide by the rules of the contests acknowledged before an administering officer. The Authorization Form and Official Entry Form are available at the Human Rights Commission Central and Regional Offices or at the CHR Facebook page.
7. In cases of adaptation of any existing Entry, the contestant shall submit the written consent (“Consent”) of the owner/author of said existing Entry. The consent should specify that: (1) he/she is allowing the contestant to adapt the Entry, (2) he/she is allowing the contestant to enter the adaptation in this contest, (3) that the Commission shall be exempt from any or all liabilities arising from the submission of the contestant, and as such the contestant undertakes to indemnify the CHR for any and all damages, fees, costs and expenses that the CHR may incur by reason of the infringement of any intellectual property rights of another (4) the exercise of the above rights by the CHR shall not be deemed a waiver of any right of action which the Sponsor of this contest may have against the contestant, if found necessary.
8. In celebration of the National Human Rights Consciousness Week 2018, the CHR intends to make the winning entries accessible through the internet or other electronic media to promote human rights in the modern world of information technology. The Author agrees to assign the necessary distribution rights of the winning Entry to the CHR, with respect to any winning Entry. On the other hand, the CHR obligates itself and understands that the assignment shall be for a term of five (5) years and was allowed by the Author purely to promote human rights appreciation for and public awareness of such Entry, and not to commercially exploit the same.
10. The prize money which may be awarded to the Contestant for the winning Entry shall constitute full payment of the foregoing rights assigned to the CHR.
11. The CHR has the sole right to designate the persons who shall constitute the Board of Judges in each of the contest divisions. The decision of the majority of the Board of Judges in all divisions shall be final.
12. The Board of Judges shall declare only one winner for each prize. There shall be no co- winners and/or splitting of the prize money. The Board of Judges shall have the discretion not to award any prize if, in its judgment, no meritorious entry has been submitted.
13. The names of the winners shall be announced during the National Human Rights Consciousness Week in December 2018.
14. All parties, in submitting entries are deemed to have accepted the rules of the contest, and agree to abide thereby. All entries must strictly comply with these rules. All documentary requirements must be complete at the time of submission.
