Pahayag ng tagapagsalita ng CHR, Atty Jacqueline de Guia, sa pagkasawi ng dalawang bata sa di-umano ay pag-atake ng New People’s Army sa Northern Samar

Mariin ang pagkundina ng Commission on Human Rights (CHR) sa pagkamatay ng dalawang menor de edad, 12 at 13 anyos, dahil sa di-umano’y pananambang ng New People’s Army (NPA) sa Catubig, Northern Samar.

Ginagarantiya ng international humanitarian law (IHL) ang proteksyon ng mga sibilyan laban sa mga epekto ng armadong tunggalian, lalo na ang kapakanan ng mga bulnerableng sektor tulad ng mga bata at babae. Ang pagkamatay ng dalawang bata ay maaring ituring na paglabag sa IHL at ng karapatang mabuhay. Sa Pilipinas, maituturing na parte ng krimen laban sa IHL at matinding paglabag sa ilalim ng Republic Act No. 9851 (Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity) ang pag-atake kahit pa may mga sibilyan na daranas ng matindi at pangmatagalang epekto ng karahasan para lang makalamang sa katunggali.

Ayon sa balita, may dalawa ring miyembro ng NPA ang nasawi sa nasabing engkwentro.

Mag-iimbestiga ang CHR sa pamamagitan ng aming opisina sa Region VIII para tignan ang pananagutan ng mga may sala sa nasabing posibleng paglabag. Sa anumang oras at pagkakataon, pirming paalala ng CHR ang paggalang sa karapatan ng lahat.
