Pahayag ni Atty Jacqueline Ann de Guia, CHR Spokesperson, kaugnay ng naging aksyon ng CHR sa Tondo secret jail

Marami ang lumabas na puna at kritisismo sa social media ukol sa naging aksyon ng Commission on Human Rights (CHR) sa secret jail sa Manila Police District-Raxabago Police Station 1 (MPD Station 1) noong 2017 bunsod ng pagpapalabas ng dokumentaryong ‘Aswang’ kamakailan. Kinikilala namin ang mga puna at kami ay bukas sa anumang feedback mula sa publiko para mapabuti ang aming serbisyo.

Bukod sa nangyari sa gabing iyon, nais namin bigyang-linaw na kumilos ang CHR para konkretong mapanagot ang mga sangkot na pulis sa pamamagitan ng pagsampa ng kaso sa Office of the Ombudsman noong 11 Mayo 2017 sa pangunguna ni Commissioner Karen Gomez Dumpit.

Lumahok din ang CHR sa isinagawang inquiry ng Committee on Human Rights ng House of Representatives ukol sa secret jail para ilahad ang aming mga natuklasan sa noong kalakaran sa MPD Station 1.

Nagbigay rin tulong ang CHR sa pamamagitan ng Witness Protection Program para makatulong sa imbestigasyon sa nasabing kaso. At, hanggang sa kasalukuyan, patuloy ang pakikipag-ugnayan ang CHR sa Office of the Ombudsman para i-monitor ang pag-usad ng kaso.

Kami ay humihingi ng paumanhin sa naging pagkukulang ng CHR at kabiguang masagip ang mga biktima sa araw na matuklasan ang secret jail.

Mula noon, patuloy nang nagsasagawa ng mga reporma sa CHR para lalong mapabuti ang pagtupad namin sa aming mandato, kabilang ang pagsisiguro na maiiwasan ang mga hindi makataong gawain at pamamalakad sa mga bilangguan sa bansa. Nagtalaga ng mga bagong pamunuan; bumuo ng Protection at Prevention Clusters sa loob ng Komisyon; at sa pamamagitan ng Interim National Preventive Mechanism, nakikipagtulungan ang CHR sa gobyerno at civil society para mapabuti ang sitwasyon ng mga persons deprived of liberty (PDLs) at maiwasan ang anumang pang-aabuso.

Nagpapasalamat ang CHR na nabuhay ang usapin sa mga paglabag sa karapatan ng mga PDLs at ang kasong ito. Mahalaga ito para sa tulung-tulong na pagkilos ng gobyerno, civil society, at pangkalahatang publiko tungo sa pagpapabuti at pagtutuwid ng sistema. Umaasa din ang CHR na makakatulong ito para mapabilis ang pag-usad ng hustisya at mapanagot agad ang mga pulis na sangkot sa nakapangingilabot na paglabag sa dignidad at karapatan ng mga 12 na biktima ng MPD Station 1 secret cell na ngayon ay nakabinbin sa Opisina ng Ombudsman.

Sama-sama tayong maging mapagmatyag sa anumang uri ng paglabag sa karapatang pantao ngayon at sa hinaharap. ###
