Position Paper on House Bill No. 3023 and House Bill No.3789 on Peaceful Assembly

Position Paper on House Bill No. 3023: “An Act Ensuring the Free Exercise by the People of their Right to Peaceably Assemble and Petition the Government” (Introduced by Representative Harry L. Roque Jr.); and House Bill No. 3789: “ An Act Strengthening the Right of the People to Free Expression , to Peaceably Assemble and to Petition the Government for Redress of Grievances, Repealing for the Purpose Batas Pambansa Blg. 880 of the Public Assembly Act of 1985” (Introduced by Representative Carlos Isagani Zarate)

The CHRP reiterates the importance of having an amended version of Batas Pambansa 880 to govern the free exercise of the constitutional right of the people to peaceably assemble and petition the government for redress of grievances. For instance, disturbing reports of harassment and violence committed against protesters exercising their freedom of association, public assembly and speech.
