Statement of CHR spokesperson, Atty Jacqueline Ann de Guia, on the ambush of lawyer Ray Moncada

We condemn another attempt to desecrate the right to life with the foiled ambush of Atty Ray Moncada in Dumaguete City, Negros Oriental.

Whatever the motive may be, such incidences gravely disregards the rule of law and makes extrajudicial means as a norm in settling any dispute or issue.

We believe that one of the strongest deterrent to any abuse or violence is if the government can strongly demonstrate that no one is above the law—which includes swift investigation of the case, prosecution, and imposition of all appropriate penalties for crimes committed.

To this end, CHR Region VII has already been directed to also investigate the case.

The Commission echoes its call for the government to improve the protection of the rights of all persons. As we welcome another new year, the challenge is finally put a stop to a number of human rights violations that continue to threaten many Filipinos. ###
