Statement of CHR Spokesperson, Atty Jacqueline Ann de Guia, on the burning of a PhP7-million backhoe in Negros City

Destruction of civilian property through arson violates the fundamental right to property. The Commission on Human Rights (CHR) condemns the burning of a P7-million backhoe by suspected members of the New People’s Army in Negros City. Destructive arson is punishable under Republic Act No. 9851 or the Crimes against International Humanitarian Law, Genocide and other Crimes against Humanity.

Non-state groups are equally accountable to human rights principles and laws. Advancing a cause through violent and unlawful means are acts of terror that negate human rights standards and perpetuate a vicious cycle of violence and destruction. As CHR Region VII is doing a motu propio investigation on this incident, we call on law enforcers and concerned authorities to take a parallel swift action in line with existing laws.
