Statement of CHR spokesperson, Atty Jacqueline Ann de Guia, on the death of a Bureau of Corrections official in Muntinlupa

The Commission on Human Rights condemns the assault against a Bureau of Corrections (BuCor) official, who was shot dead by a still unidentified assailant last Tuesday, August 27 in Barangay Poblacion, Muntinlupa City.

The victim identified as Mr. Ruperto Traya Jr, Chief Administrative Officer 3, of BuCor at the Type B National Bilibid Prison Reservation in Muntinlupa. Traya had just alighted from his motorcycle to open the gate of a parking lot when an unidentified assailant shot Traya. While there are still question on its means, the Commission supports the initiatives of BuCor in addressing jail management issues.

Hence, any attack on BuCor officials is also an attack on these initiatives. The Commission calls upon our law enforcement to thoroughly investigate this case, to facilitate immediate identification and prosecution of the still unidentified assailant to deliver justice to the victims and his family.

Lastly, we assure the public that the CHR in the conduct of its own investigation will coordinate with law enforcement on all aspects of the investigation.
