Teachers are at the heart of efforts to fulfill the right to education and ensure that no one is left behind. Providing sufficient support and compensation for our teachers are essential in enabling them to consistently provide quality education to students.
The Department of Education (DepEd) and the Department of Budget and Management’s (DBM) issuance to increase the Special Hardship Allowance (SHA) of eligible teachers and school heads is a commendable step in supporting and caring for education personnel. The SHA is granted monthly to elementary and secondary schools classroom teachers and school heads who are exposed to extreme difficulties and hazards to ensure access to education in remote areas.
Through the Joint Circular No. 1 s., 2021, amending the National Budget Circular 514, s. 2007, the SHA is now 25% of the monthly basic salary of teachers assigned in hardship posts from the previous 15-25% only. With the establishment of the hazard index, availing the said allowance shall also no longer require additional documents except the daily time record (DTR). Teachers in pure multi-grade schools, mobile teachers, and non-formal education or Alternative Learning System (ALS) coordinators can also avail of SHA.
This move by the DepEd in partnership with the DBM is a concrete way to honor teachers, particularly those who embraced assignments and roles that are difficult and hazardous. It is also notable that the issuance lessened the burden of teachers by requiring only DTR as a requirement for the grant of the allowance due to them.
Filipino teachers have always displayed resilience and resourcefulness in various types of crisis and situations. This effort to provide due compensation is a way to provide protection and financial cushion to teachers who are willing to undertake hardship and risks to deliver their obligations to learners. Increasing their allowance serves as a tangible tribute and salutation for their sacrifices especially in these challenging times.
The Commission on Human Rights looks forward to more policies like this, which will address the challenges and vulnerabilities of teachers in this time of pandemic and in transitioning to the new normal. It is also equally crucial to invest in their professional development so they are fully equipped to respond to the new landscape of education.
