The Commission on Human Rights condemns the President’s comments and joke about rape during the recent commencements ceremony of the Philippine Military Academy.

Misogynistic remarks have no room in our society. Violence against women has been a prevalent issue in our country and we must never justify its existence. Sexual harassment can be in any form. It can even take place through words disguised as jokes.

In line with this, the Commission will continue to forward campaigns against any form of violence against women. We will continue to strive for equality and respect for human dignity. We expect everyone, including the Commander-in-chief to uphold women’s rights and stand by his mandate to protect every Filipino against any form of violence.

Once again, we remind our government officials of Republic Act No. 6713—also known as the Code of Conduct and Ethical Standards for Public Officials and Employees. As mandated to all public officials, no one is excused from observing respect for the rights of others at all times. Officials must refrain from doing acts contrary to law, good morals, and customs.

Let us lead by example and uphold our standard of human decency.
