Statement of CHR spokesperson, Atty Jacqueline Ann de Guia, on the recent rape-slay cases involving children

The Commission on Human Rights strongly condemns the brutal rape-slay committed against a 1-year-old boy in Barangay San Antonio, Makati and a 5-year old girl in Barangay San Miguel, Calumpit, Bulacan. The ruthless act done to both victims has no place in our society. Sexual and violent attacks towards the innocent is a blatant desecration to human life and dignity.

In the case of Ashley Nicole Silva, the murdered victim from Bulacan, CHR-Region III shall be investigating the case in line with our mandate of extending special attention to the plight of children as a vulnerable sector. With this action, we seek to speed up the family’s access to justice for Ashley Nicole’s death towards ensuring appropriate penalties for the crime committed.

Similar actions will be carried out in the case of the 1-year-old boy whose life ended tragically by a gruesome and senseless act. The Commission will closely monitor the case and ensure that the perpetrator will be persecuted to the full extent of the law.

The recent rape-slay cases involving children victims just prove that sexual violence has no face. As a nation, we must combine all efforts in safeguarding the lives of the innocent and the most vulnerable. The Commission will continue to work hand in hand with the government in creating a safe society for everyone. ###
