Statement of CHR spokesperson, Atty Jacqueline Ann de Guia, on the the labor advisory urging employers to provide paid isolation and quarantine leave for workers

The Commission on Human Rights (CHR) recognises the equally pressing impact of the pandemic to the economy and how its effects inevitably lead to the discussion on employees’ welfare. We welcome the issuance of the Labor Advisory No. 1, s.2022 of the Department of Labor and Employment meant “to ensure safe and humane working conditions” by urging employers in the private sector “to adopt and implement an appropriate paid isolation and quarantine leave program.” This advice to the private sector, while not mandatory, can help in addressing the loss of income due to self-isolation and quarantine because of Covid-19. If implemented, this can also help workers focus on their and their loved ones’ recovery so they may pursue other rights, including work, and eventually contribute back to economic recovery. Beyond this, CHR also hopes that appropriate support be provided by the government, particularly to struggling businesses, who may want to provide such benefit but are equally challenged in staying afloat in the midst of the pandemic.
