Statement of the Commission on Human Rights condemning the attack against a partylist nominee in Manila

The Commission on Human Rights (CHR) expresses grave concern over the killing of a partylist nominee, who was gunned down by unidentified assailants riding a motorcycle on 28 April 2025.

Reports say that the victim was shot multiple times and was declared dead on arrival following the attack which occurred inside a barangay gymnasium in Sampaloc, Manila.

The Commission has deployed a Quick Response Operation (QRO) as part of its independent probe into the incident.

The continued pattern of killings, especially as the Midterm Elections approach, is deeply alarming. This prevailing culture of violence threatens democratic processes and thereby hampers the ability of people to make free and informed political choices. Moreover, the targeted killing of electoral candidates deprives sectors of the opportunity to be represented in political affairs.

It is incumbent upon all relevant government agencies to ensure that the election gun ban is being strictly implemented, and that preventive mechanisms are in place to ensure the security of both candidates and voters to prevent similar attacks.

As the country’s independent national human rights institution, the CHR underscores the urgent need to hold perpetrators accountable. Combating impunity is essential to fostering a climate of safety and trust, crucial to the conduct of peaceful and credible elections.
