Statement of the Commission on Human Rights condemning the shootout during a campaign rally in Albuera, Leyte

The Commission on Human Rights (CHR) denounces the brazen attack against a political candidate and members of their campaign team during a rally in Albuera, Leyte.

On 10 April 2025, in Barangay Tinag-an, Albuera, a campaign sortie turned violent when an unidentified assailant opened fire. A minor was the first to be shot, followed by the party’s mayoral candidate, who was wounded while waiting to address a crowd of supporters. The vice mayoral candidate also sustained injuries in the attack.

It has been reported that the said mayoral candidate had received prior death threats.

The Commission acknowledges the prompt response of local authorities, including the conduct of a hot pursuit operation aimed at apprehending the suspect, who remains at large.

In line with its Constitutional mandate, the CHR has initiated an independent investigation into the incident. The Commission reaffirms its position that violence has no place in a democratic society. Ensuring the safety and integrity of the electoral process is a collective duty—one that demands vigilance, accountability, and a shared commitment to uphold the will of the people.

This incident underscore the need for strengthened protection mechanisms for both candidates and voters. It is also deeply troubling that a minor was among those harmed in the attack, further highlighting the indiscriminate and unacceptable nature of political violence.

The CHR reiterates the importance of the strict and impartial implementation of the nationwide gun ban during the election period. We urge law enforcement agencies to take proactive measures against violators—without exception or leniency—to safeguard public safety and uphold the rule of law. This call becomes even more urgent in light of recent incidents that reflect the growing threat to electoral peace and security.
