Statement of the Commission on Human Rights denouncing the deadly shooting of a local official and civilians during a campaign sortie in Rizal, Cagayan

The Commission on Human Rights (CHR) vehemently condemns the fatal shooting incident that transpired during a campaign sortie in Barangay Illuru Sur, Rizal, Cagayan on 23 April 2025. The case has been referred to CHR Region II for prompt and thorough investigation to ensure appropriate action is taken in response to this grave incident.

The campaign event turned deadly when an unidentified assailant opened fire, resulting in the death of the incumbent local official and mayoralty candidate, and injuring an undetermined number of civilians present at the scene.

Initial reports state that all victims were rushed to a nearby hospital, where the local official was declared dead on arrival. The injured civilians are currently recovering from the attack. Local authorities, particularly the Philippine National Police (PNP) Region II, have initiated a search operation to apprehend the perpetrator, who remains at large.

As the country’s independent national human rights institution, the Commission reaffirms that all forms of violence are unjustifiable—especially when they violate the most basic of human rights: the right to life. The rising violence against public officials and electoral candidates poses a serious threat not only to individuals but also to the democratic rights of all citizens to participate freely and safely in political life.

In light of frequent election-related violence across various parts of the country, CHR reiterates the urgent need for proactive and preventive action, including strict enforcement of the election gun ban and the implementation of more comprehensive security protocols for campaign activities. These measures are essential not only for protecting lives, but also for preserving public trust in the integrity of the electoral process.

The Commission acknowledges the prompt response of local authorities and stresses the importance of ensuring justice is served—not only to hold perpetrators accountable but also to address the root causes of electoral violence and the growing anxieties of the electorate.

We call on all sectors of society to work together in upholding a political environment where every Filipino can participate in public affairs safely and meaningfully—free from fear, coercion, or violence. In a democracy, safeguarding the sanctity of elections is a shared duty that requires vigilance, resolve, and solidarity.
