Statement of the Commission on Human Rights denouncing the killing of a barangay councilor in Cebu

The Commission on Human Rights has immediately dispatched a Quick Response Operation (QRO) team to investigate the attack on Antonio Harry Godinez, a kagawad in Barangay Cogon, Cebu, which occurred on 07 September 2024.

Unidentified gunmen reportedly chased and shot Godinez multiple times while he was riding his motorcycle on his way home. According to the Bogo City police investigation, the suspects fled the scene immediately.

The increasing frequency of killings involving barangay and other government officials in recent months emphasizes the need for urgent and decisive action. The CHR strongly condemns the continuing normalization of violence, which degrades the socio-political landscape of the affected communities. Such incidents undermine democracy by fostering fear and insecurity among constituents, hindering their ability to make free and informed decisions.

It is incumbent upon all relevant government agencies to proactively implement preventive measures and remain vigilant in addressing these issues to prevent further violence and similar attacks.

As we proceed with our independent investigation, we urge local authorities to swiftly investigate and bring to justice those responsible for these acts, as well as all other incidents that violate the right to life. It is imperative that the State, as the duty-bearer, ensures the safety of communities and creates an environment that upholds and protects the human rights of all.###
