Statement of the Commission on Human Rights denouncing the recent attacks of alleged NPA rebels in Visayas

The latest attack allegedly committed by a band of New People’s Army in Jipapad, Eastern Samar on 7 October 2022 is another atrocity that deserves strong condemnation. According to news reports, the rebels made a surprise attack at 1:30 AM, a vulnerable hour when the community is deep in their slumber. Killed were two soldiers, namely Staff Sergeant John Claire Flores and Private First Class Mark Edupancho Siscar from the 52nd Infantry Battalion of the Army’s 8th Infantry Division. Two more soldiers from the same group were injured and a stray bullet also hit a 10-year old girl.

The Commission on Human Rights (CHR) in Region VIII has launched a motu proprio probe to aid in attaining justice for the fallen soldiers. Even in a conflict situation, non-state agents are governed by International Humanitarian Law and has equal accountability with respect to human rights. We reiterate that no ideology nor circumstance can justify atrocious attacks that deliberately transgress the right the right to life, especially when innocent civilians are harmed.

In similar vein, CHR recognizes the sacrifice and courage of 2 soldiers slain in a series of clash with suspected NPA rebels in Barangay Carabalan, Himamaylan City, Negros Occidental on 8 October 2022. We deeply condole with the family and colleagues of the 4 fallen soldiers who sacrificed their lives in fidelity to their mandate of ensuring peace and security in communities. The Commission also prays for the speedy recovery of the wounded soldiers and the young girl caught in the firefight.

CHR calls on concerned agencies to ensure swift accountability of the perpetrators as well as prevention of heightened hostilities in the aforementioned areas. As we recognize the readiness of the government to defend conflict-ridden communities, we equally support and stress the importance of holistic programs that endeavor to address the root causes of conflict toward upholding the people’s right to sustainable peace and development.
