Statement of the Commission on Human Rights on President Rodrigo Duterte’s ‘Miss Universe’ rape joke
The Commission on Human Rights continues to express grave concern over actions that incite violence against women, especially coming from someone who holds the most powerful position in the country.
While condemning the crime, the President quipped that he will congratulate a rapist who would carry out the crime to a Miss Universe even if the offender knows that he would later be executed.
We stress: rape is not a joke and will never be one.
Women’s rights are human rights. The Philippines, through international and domestic agreements and statutes, including the Convention on the Elimination of All Forms of Discrimination against Women; the Magna Carta of Women (Republic Act No. 9710); and the Anti-Sexual Harassment Act (Republic Act No. 7877 among others, have affirmed the unquestionable role of the State to promote and protect women’s welfare—be it in the political, economic, social, and cultural realm.
Even in the context of a joke, the statement is a step-back to the advancement of human rights, particularly for women. What the remark does is to normalize the perspective of women as objects of ridicule, as well as the prejudice against women, which we should all address instead of tolerate.
We urge the President to be more circumspect in his statements, especially with how women are framed, in public conversations. It runs counter to the interest of the common good. When left unchecked, such jokes perpetuate discrimination and inequality.
At the same time, we invite the public to be more vigilant against assaults to human rights, no matter how seemingly innocent. For, as always, our collective goal should be uphold the dignity of all.
