The Commission on Human Rights (CHR) expresses its deep concern over the alleged ambush that killed two members of the Army Intelligence Group under the 51st Infantry Battalion (51IB) in Munai, Lanao del Norte on 3 January 2024. The CHR Region X has launched its motu proprio investigation to look into the incident.
According to a report, military troops were conducting an intelligence operation in the area against the group of alias “Khatab” who is an alleged member of the Dawlah Islamiyah-Maute Group when the ambush was staged [1].
The Commission vehemently condemns any form of arbitrary attack, which has taken away the most fundamental human right—the right to life itself. This terror-inducing incident causes a feeling of insecurity amongst the local population. Such attacks not only endanger the lives of those committed to maintaining peace and order, but they also jeopardise the very foundation of a peaceful community.
Universal Declaration of Human Rights (UDHR) states that “everyone has the right to life, liberty, and security of person.” It is essential to adhere to the principles of this framework as it ensures accountability and protects the rights of all individuals involved in violent conflicts. The Commission is one with the government in its efforts to counter violence and develop legitimate security preparedness and preventive measures, all while ensuring the highest level of acknowledgment and respect for human rights. Only through these proactive actions will we be able to ensure our resilience to threats while protecting everyone’s fundamental rights, which serve as the foundation of a just and democratic society.
