The Commission on Human Rights (CHR) strongly condemns the recent attack in Sumisip, Basilan, on 22 January 2025, which has disrupted the peace and stability that the province has worked hard to achieve. The violent assault led to the tragic loss of two soldiers, injuries to several others, and the displacement of families—further exacerbating the hardships faced by affected communities.
Initial findings from the CHR Regional Office IX’s ongoing investigation indicate that military personnel were engaged in community development initiatives in partnership with the United Nations Development Program at the time of the attack. It is deeply concerning that such violence was inflicted while efforts were being made to uplift communities through non-combat operations. This blatant disregard for human life and security is unacceptable.
The Commission underscores that all parties to a conflict—including both state and non-state armed groups—are bound by international human rights and humanitarian law to respect and protect human life. The right to life, security, and dignity must remain paramount, and violence should never be used as a means to advance any agenda. This attack not only threatens peace efforts but also undermines the fundamental rights and well-being of the local population.
CHR urges the leaders of the armed group responsible for this attack to fully cooperate with authorities in the ongoing investigation. Impunity must not prevail, and those behind this act of violence must be held accountable. At the same time, the Commission remains committed to advocating for peacebuilding efforts, fostering dialogue, and promoting respect for human rights as the path toward lasting stability in the region.
As part of its mandate, CHR, through Regional Office IX, is working closely with the Western Mindanao Command to ensure that the victims and their families receive the necessary assistance. The Commission will continue to monitor developments in the case, hopeful that justice will be served and that peace will soon be restored. ###
