Statement of the Commission on Human Rights on the criminality and violence in Zamboanga City

Security of persons against arbitrary deprivation of life is one of the vital responsibilities of the government to the populace. Ensuring that persons live in a society free from harm, conflict, or threats, is a shared responsibility amongst multiple government agencies and stakeholders. The recent incidents of violence in Region IX and Basilan pose a serious threat to the people’s right to life.

In January 2025, the Commission on Human Rights (CHR), through its Regional Office IX, initiated series of motu proprio investigations into multiple killings in Zamboanga City. Among these incidents were the fatal attack on a couple in Boalan on January 22 and the ruthless assault on the Director of the Registry of Deeds in the city center on January 31. These violent acts—carried out in broad daylight by individuals who brazenly defied the law—demonstrate a flagrant disregard for human dignity. CHR strongly condemns these grave human rights violations and urges government stakeholders to take swift and decisive action to ensure a thorough and impartial investigation.

It may be recalled that on April 29, 2024, CHR issued a statement expressing grave concern over the rising criminality in Zamboanga City. Since then, while the police force has actively pursued investigations, the prevailing sense of fear and insecurity within the community remains. CHR firmly believes that individuals can only fully exercise their rights when they are part of a community free from the threat of violence. Thus, echoing last year’s call, now more than ever, law enforcement and the community must work hand in hand to foster a safer, more secure environment.

Furthermore, the Commission urges government authorities to ensure that efforts to maintain security remain consistent with the protection of fundamental freedoms and the promotion of human dignity. Any measures aimed at improving public safety should not come at the expense of human rights. Meaningful dialogue and open communication are crucial in ensuring that security efforts align with human rights principles.

CHR remains steadfast in its commitment to protecting and upholding human rights in Region IX. It encourages survivors of abuse and violence to seek support from the Commission and assures them that they will be heard. The Regional Office will also continue to monitor these cases to ensure that justice is served and peace is upheld in the region. ###
