The Commission on Human Rights (CHR) strongly condemns the recent killings of motorcycle taxi riders in separate incidents in Cavite on 10 July and Caloocan City on 14 July 2026. These acts demand prompt investigations, the prosecution of those responsible, and the delivery of justice in accordance with law.
Consistent with its constitutional mandate, the CHR, through its National Capital Region office, is closely monitoring the incidents, including the actions taken by relevant authorities to identify, apprehend, and prosecute those responsible. While crimes committed by private persons are, in the first instance, investigated by the police and prosecuted through the criminal justice system, the Commission monitors whether State authorities are exercising due diligence in responding to such incidents and ensuring that victims and their families have access to justice and effective remedies.
These incidents underscore the particular vulnerability of riders whose livelihood requires them to travel alone, accept passengers they do not personally know, work late hours, and enter unfamiliar or isolated areas. Their work provides an essential public service and sustains thousands of Filipino families. As part of its duty to uphold workers’ economic, social, and cultural rights, the State has an obligation to ensure safe and healthy working conditions that enable workers to earn a living with dignity and security. They must not be left to bear the risks of their occupation without adequate protection.
The CHR calls on the Philippine National Police, local government units, transportation authorities, and motorcycle taxi platform operators to strengthen coordinated and preventive measures for rider safety, including police visibility, rapid-response and emergency systems, inter-agency coordination, and regular consultation with rider groups. Platform operators should also review and improve their safety protocols, with riders’ participation, and ensure appropriate insurance, legal, psychosocial, and financial assistance for victims and their families.
Crime is deterred by the certainty that offenders will be apprehended and held accountable. Public safety depends on effective policing, timely investigations, fair and efficient justice, victim support, and measures that prevent crime before lives are lost.
The Commission extends its deepest condolences to the families and loved ones of the riders who lost their lives. We stand with every family seeking justice and with every rider who deserves to return home safely after an honest day’s work. Protecting victims and respecting human rights are not opposing causes. Both are indispensable obligations of a just and secure society. ###
