Statement of CHR Spokesperson, Atty. Jacqueline Ann de Guia, on the suspected rape-slay of a minor in Isabela

The Commission on Human Rights (CHR) through its regional office in Region II will be conducting a motu propio investigation into the alleged rape-slay of a 10-year-old girl whose body was found on Wednesday, 25 May 2022 in Mabiret River, Purok 4, Balluarte, Santiago City.

It is concerning that barely a week has passed since CHR has taken cognizance and investigated a similar incident in Batangas (https://bit.ly/3sZ1JKa). We strongly condemn this heinous crime and all other acts of violence towards children.

Crimes perpetrated against the young and defenseless represents a failure to protect the most vulnerable members of society. We urge local law enforcers and barangay community leaders, who are duty-bound to protect the rights of children, to take more proactive measure to prevent continuing crimes of abuse.

We extend our condolences to the bereaved family members and loved ones of the victim.
