Bago pa man ang imbitasyon ng PNP, ang CHR ay regular nang nagpapadala ng mga observers lalo na sa mga malawakang protesta. Ito ay para siguraduhing malayang makakapagpahayag ang ating mga kababayan ng kanilang mga saloobin—bilang parte ng kanilang mga karapatan at bilang importanteng bahagi ng isang demokratikong lipunan. Nagpapasalamat kami sa imbitasyon ng PNP at nagpapaalala rin sa ating mga kapulisan na sikaping ipatupad ang maximum tolerance. At para naman sa mga grupong kikilos sa SONA ay sana sikaping gawing mapayapa at ayon sa batas ang bawat demostrasyon bilang pagkilala naman sa ating obligasyon sa pagtamasa sa ating mga karapatan. Ang CHR ay patuloy na magbabantay laban sa anumang kalabisan bilang parte ng aming mandato na pangalagaan ang karapatan ng lahat. ■
