Pahayag sa tigpamaba sa CHR, Atty. Jacqueline Ann de Guia, nag-abi-abi sa pagpatuman sa balaod nga nagprotehir sa mga bata sa mga conflict areas

The signing into law of the Republic Act 11188 or the Special Protection for Children in Situations of Armed Conflict Act is a big boost to advancing children’s rights and welfare. Having this law that specifically caters to children in areas of conflict can help cushion the impact of war and provide immediate services and interventions for their protection and welfare.

War and conflict can leave permanent scars that children may carry throughout their lifetime. Under ordinary circumstances, children are already vulnerable given that they are still in their formative years and susceptible to influence and harm from their immediate context. Hence, the vulnerability of children in conflict areas is compounded. This includes getting killed or maimed; trauma from losing loved ones; recruitment by armed groups; being used as human shields; exploitation and trafficking; sexual abuse and violence; and, hunger and malnourishment due to lack or denial of humanitarian aid, among others.

At all times and especially in fragile communities, it is important to ensure the preservation of children’s innocence, prevent impediments to their development, and uphold their dignity and rights. We commend all those who worked for the realization of the RA 11188 and look forward to its swift implementation so children in conflict areas may start to reap its benefits.
