Statement of CHR Spokesperson, Atty Jacqueline Ann de Guia, on the Abu Sayyaf attack in Sulu

The Commission on Human Rights strongly condemns the shooting of a group of civilians while harvesting their farm products in Barangay Igasan, Patikul, Sulu on 05 October 2020 by suspected members of the Abu Sayyaf Group (ASG). The attack resulted in the death of Tali Lakibul, a member of the Barangay Peacekeeping Action Team.

We denounce the terrorist act and the alleged retaliation of the local terrorist group against the residents of Patikul due to their declaration of the ASG as persona non grata.

We extend our deepest condolences to the family of Tali while we reaffirm our resolve and solidarity with the government in its fight against terrorism in all its forms, whenever and wherever it occurs.

The Commission also reiterates the need to protect civilians at all times in accordance with international humanitarian law. Similarly, we support civilian-led and multi-sectoral efforts to attain peace in their respective communities, such as the signing of the People’s Peace Covenant in various towns in Sulu this year.

For our part, the CHR, through our concerned Regional Office, shall also be investigating the case. ###
