Statement of CHR Spokesperson, Atty. Jacqueline Ann de Guia, on the killing of Ex-Bulacan Vice-Mayor and Incumbent Village Chief

The Commission on Human Rights is alarmed by the ambush-killing perpetrated against former Pandi Vice Mayor Oca Marquez and Barangay Chairman Mauro Capistrano of Bagbaguin last Sunday, 19 January. Both victims were gunned down inside a restaurant along Plaridel Bypass Road in Barangay Bulihan by two still-unidentified men.

The Commission condemns this act of violence and calls upon law enforcement agencies to expedite efforts to identify and persecute the perpetrators, determine the motive of the crime and give justice to the victims and the family.

We remind the general public that in times of conflict, non-violence and effective communication is the only way to settle differences. Vigilante killings whether politically or not politically motivated violates the right to life contributes to the growing culture of impunity.

As it is necessary to know the truth, CHR-Region III shall be investigating the case in recognition of the right to life of the victims and helping bring the perpetrators to account.
