パハヤング人権委員会は、PNP から kanilang susundin ang BP 880 sa を設立し、SONA 2024 を設立します。

Kinikilala ng CHR ang pahayag ng PNP na kanilang susundin ang mga probisyong nakasaad sa Batas Pambansa (BP) 880 sa paparating na SONA 2024.

Ang SONA ay isang mahalagang kaganapan upang maipakita ng pamahalaan ang kanilang mga naabot at plano alinsunod sa prinsipyo ng transparency at accountability para sa kapakanan ng bansa.

Ang SONA rin ang nagsisilbing pagkakataon upang malayang maipahayag ng iba’t ibang indibidwal at grupo ang kanilang mga saloobin, hinaing, at opinyon hinggil sa mga iba’t ibang isyung panlipunan. Ang mga ito ay mahahalagang bahagi ng isang demokratikong pamamahala.

Sa pagtiyak na ang karapatang ito ay napangangalagaan, naipapakita ng ating pamahahalaan ang kanilang dedikasyon upang sundin ang prinsipyo ng demokrasya at protektahan ang karapatang pantao sa bansa.

Buhat nito, ipinapa-alala ng Komisyon ang mahalagang gampanin ng mga tagapag patupad ng batas na siguruhing ang mamamayan ay malayang maipapahayag ang kanilang karapatan sa isang ligtas at payapang lugar.

Naniniwala ang Komisyon na ang pamahalaang may pananagutan, kasabay ng aktibong pakikilahok ng mamamayan, ay mahahalagang bahagi sa pagbuo ng mga inklusibong polisiya at masigurong ang pamahalaan ay tumutugon sa pangangailangan at aspirasyon ng bayan.

Statement of the Commission on Human Rights acknowledging PNP’s statement to uphold BP 880 on the upcoming State of the Nation Address 2024

The Commission on Human Rights (CHR) acknowledges the statement of the Philippine National Police’s (PNP) to uphold the provisions enshrined in Batas Pambansa (BP) Blg. 880 or “An Act Ensuring the Free Exercise by the People of their Right Peaceably to Assemble and Petition the Government for other purposes” on the upcoming State of the Nation Address (SONA) of President Ferdinand “Bongbong” Marcos Jr. on 22 July 2024.

The SONA serves as a significant event for the government to state its accomplishments and plans, demonstrating its commitment to transparency, accountability, and the welfare of the nation. SONA has also become a vital platform for various groups and individuals to express their views, stances, and grievances on critical national issues, which is integral to a vibrant and thriving democracy. By ensuring that these rights are upheld, the government expresses its dedication to democratic principles and protection of human rights.

In line with this, the Commission reiterates the important role of our law enforcers and duty-bearers in enabling citizens to exercise their rights in a safe and secure environment. We are hopeful that the PNP’s statement of assurance will translate to efforts by State forces to protect and facilitate the right to peaceful protest and the practice of maximum tolerance at all times, all in the same manner that they will endeavor to ensure peace and order before, during, and after the program.

The Commission believes that accountable governance and active civic engagement are vital in shaping inclusive policies and ensuring that the government remains responsive to the needs and aspirations of the Filipino people.
